I gave it a try: http://releases.0x539.de/sobby-win32/sobby-0.4.2-win32.zip.
You will need the glibmm, libxml++, net6 and obby DLLs (from the gtkmm and gobby installer, respectively). Note that this is a native Win32 executable, built with mingw, since I have no experience with Cygwin. There is no fancy Win32 sugar like service registration or such. Please consider it as highly experimental.

Probably I'm asking a lot but it would be nice to have a win32 build instruction too. I tried running autoreconf in mingw but it failed (weird behavior, no meaningful error message). Probably this happened because I tried to use ActivePerl perl.exe instead of compiling and installing a fresh one under mingw. What I did before running autoreconf was "ln -s /c/perl/bin/perl.exe /bin/perl".
You should not be required to run autoreconf. Just grab the tarball from http://releases.0x539.de/sobby, there is a working configure script. All I had to do was to additionally pass -Wl,--enable-runtime-pseudo-reloc to the linker.
